When the Promenade Villas Condominium Complex was designed and permitted, Fire Department and Emergency Vehicle access was part of the construction permitting process.
Key points of this requirement are the maintenance of the following conditions (California Code, Vehicle Code – VEH § 22953):
- A minimum width of access for emergency vehicles.
- A minimum of clear access points into the property at strategic points as designated by the city.
Access points may be locked in such a way that allows rapid access by fire department vehicles. (Knox Key and padlocks)
The Association Board will have Patrol One conduct random daytime enforcement of these regulations, in addition to routine overnight patrols, to help maintain safe living conditions for all residents.
The only spaces that vehicle parking are permitted is in designated parking locations throughout the complex. You are NOT allowed to park as follows:
- Parking that blocks any fire gate.
- Parking in front of garages (Exception, loading and unloading with the driver present and visible).
- Any space that impedes access to any portion of the property by other residents (regardless of the presence of the driver).
We will begin enforcement on September 1, 2026. Vehicles violating these rules will be towed without warning.
